Small Entity Compliance Guide
This small entity compliance guide , dated March 24, 2025, was prepared by SEC staff under Section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996, as amended. The guide summarizes and explains rules adopted by the Commission but is not a substitute for any rule itself. Only the rule itself can provide complete and definitive information regarding its requirements.

EDGAR Beta Environment
- EDGAR Beta reflects a stage environment for the EDGAR filing websites including the EDGAR Filer Management dashboard. EDGAR Next Beta will remain open to allow filers to test upcoming changes to EDGAR. Refer to the EDGAR Beta release notes , which are accessible from the footer of the dashboard, for bug fixes and subsequent development releases for the Beta environment.
- Individuals must possess individual account credentials from Login.gov to log into the Beta. The Login.gov credentials created for use in the Beta are not test credentials—they will persist and may be used to log into EDGAR. Therefore, use your real name and a valid email address that you will associate with your EDGAR account going forward to create the individual account credentials. Moreover, consider providing to Login.gov a different email address than that used for personal purposes because EDGAR uses the email address provided to Login.gov for identification and notification, and the email address is visible to others on the EDGAR Filer Management dashboard.
- Individuals may create fictional test accounts to complete and submit “test” Form IDs in the Beta on behalf of fictional test CIKs.
- Testers should submit only fictional data on the EDGAR Beta. Do not submit any sensitive personally identifiable information (sensitive PII) or information that you may wish to keep confidential.
- Beta versions of all optional application programming interfaces (APIs) are available for testing and connection in the Beta. See the Overview of EDGAR APIs (PDF) .
- Filers may develop connections to APIs and adjust any internal filing applications by referring to the Beta. Technical specifications for each of the APIs, as well as sample code, are provided by SEC staff in the API Development Toolkit .
- Access the EDGAR Beta environment .
- EDGAR Next Filer Testing Guidance (PDF) is available as a courtesy to help filers test in the Beta. The guidance provides information about testing in the Beta environment and gives step-by-step guidance about testing different functions on the dashboard.
- To report technical bugs encountered in the Beta, complete the online form provided in the Beta, describing the issue with as much information as possible.
